At the end of the1980s, China began to promulgate “thekindergarten work rules” and “the kindergarten education guidelines(try out)” and other laws and regulations. At the same time,accordingto the laws,governments began to formulate and promulgate theclassification of the acceptance standard of kindergarten. At the point,the whole society payed more attention to the kindergarten educationquality. But according to the standard, when the governmentevaluated kindergartens, they found some problems,such asevaluation standard simplification, evaluation standard ofgeneral,ingoring the process evaluation and so on. Therefore, settingthe standard for Shanghai kindergarten education quality evaluationbecomes a necessary and has a certain practical siginificance.On the basis of reviewing the related lirerature at home andabroad, the author interviews the education administrativedepartment leaders, the principal and teachers of kindergartens andparents, then works out the Shanghai kindergarten education qualitypresent situation questionnaire. And the author applies SPSS software toprocess data, and analyzes the existing problems, then puts forwardrelevant suggestions. On the basis of it, the author works out the firstdraft of kindergarten education quality evaluation index system.Through SPSS software and LISREL software, the data is divided into twoparts, one part is to do exploratory factor analysis and the other part isto do confirmatory factor analysis, and combining the expert judgmentto screen and modify the first draft index. At the same time, the authorjoins evaluation criteria in it, and chooses a kindergarten for theexperimental revise. So that the index system is more scientific andreasonable.This paper’s main conclusions include: Firstly, through the questionnaire survey, the author analyses Shanghai kindergarteneducation quality problems, and puts forward four suggestions;Secondly, through the software processing data, and combining theexpert judgment and experimental revise and so on, it forms finalkindergarten education quality evaluation index system,which includesthree primary indexes, twelve secondary indexes and thirty-onethee-level indexes. And each index has the corresponding evaluationcriteria; Thirdly, using analytic hierarchy process calculates the weightof each index; Fourthly, the author analyses connotation of each index.
