To ensure children and vulnerable groups receiving pre-school education equally, many countries and regions Have implemented various degrees of free pre-school education policy. Since2010some regions of China, such as Xi’an,QingHai launched various forms of free pre-school education policies to promote the popularity of pre-school education. Free pre-school education policy studies selected H City, Jiangsu Province, with using Lasswell’s the stage inspired framework. Researching use interviews, questionnaires and document analysis methods discussed in the text of expanded reproduction and analyze free pre-school education policy formulation implementation, the evaluation process.Research is divided into three parts. The first part reproducted free preschool policy-making process of H City, and taked John·Kingdon’s Multiple Streams analytical framework for analysising the policy-making process, revealed the formation of a tripartite role in policy issues origins,origins and political origins of the policy. The second part analysied the execution of Free policy, including content, manner throughout the implementation process. The analysis pointed out that the implementation of policies may appear in the issue. The third part is the assessment of different groups about the policy, assessing the free preschool policy by the facts and values.Research suggested that the local government needs to make free pre-school education policy by itself. The Government must establish a system and security system, improve the structure of local pre-school education policy and promote the legalization of the policy process.
