The Educational Counseling System during the period of National Government, as an essential element of educational supervision, had gradually established in the process of education management, whose emergence, development, organization, procedures and functions has reflected the transform of the ideas of education management during the period of the National Government, and also has embodied the educators’ efforts on stimulating development in education.So far, the research on the Chinese Education Counseling System has mainly emphasized particularly on the description of the historical facts of the system, while it has paid little attention to the systemic and in-depth studying of the Chinese Education Counseling System. Therefore, in this dissertation I will research the system from the ’history of system’angle, and I have chosen the area of some provinces’ Education Counseling System and many educators’ study and the period of the National Government as the confine of the thesis. This paper will focus on the theoretical study on the transformation of the Educational Counseling System during the period of the national Government. By studying the documentary and using factor analysis and employing the comparative method, the paper treats of the development history and the character of the Educational Counseling System. These issues are related to the viewpoint and research findings of the educators at that time. The solution to this problem will deepen our knowledge about the relationship between the educational practices and education theory.At last, the paper reaches the following conclusion:firstly, Education Counseling System was coping with the contradictions between the needs of education development and the shortages of teachers, which had played an important part at the popularization of the basic education and teacher training. Secondly, at the extension of the Educational Counseling System, under the influence of the political, social and economic elements, reference and innovation and path dependence has become its characters. Thirdly, judging from the education system itself, it has shown the features including the practical and instrumental, systematic, scientific and academic, democratic and consciousness, humanities and educational. Fourthly, the spark of the Education Counseling System is the efforts and dedication of staff and the educational concepts and spirit implicated in the system. Lastly, meeting the educational needs of the community is the inherent power in the guidance of the Education Counseling System and the education scholars’ study and reflection on the system has promoted the construction of theory and practice of the Education Counseling System.
