After the founding of new China, our country made the law of the modern teachers’ qualification system clearly since1980s, which had a late start when compared with western countries. After twenty years development, our country has launched following laws like the measures for the inspection certificate of quality for the primary and secondary school teachers, teacher of the People’s Republic of China, regulations on the qualifications for teachers, the teachers’ qualification transition method, teachers’ qualifications ordinance<measures>, teachers’ qualification certificate management stipulation, thus the teachers’ qualification system in China formed a regulated system from application, examination, certificate management system; and the implementation was reinforced by China. With the rapid development of economy of our country socialist modernization, the continuous expansion of enrollment in colleges and universities as well as the country pays more and more attention on education development, the public laid a higher expectations on teachers, so teacher’s evaluation is not only confined to the teaching ability while begin to pay more attention to the teachers’ comprehensive quality and ability of educational evaluation. So teacher as a professional position, need corresponded qualification system to standardize the application, examination and evaluation of each process, thus can satisfy the high requirements from the society for teachers and ensure a long-term development of national education career.By applying questionnaires, interview, analyzing the possibility and necessity of teachers’ qualification system reform with specific data, using the method of literature and comparative research to find out the differences and gap between the our teachers’ qualification system and foreign teachers’ qualification system, and sum up the main disadvantages of the teachers’ qualification system implementation:first lies in standard problem for application. Mainly goes to low performance for the applicant’s academic performance and inadequate preparation. On the other hand, teachers’ qualification exam has big problem. This mainly shows the mechanization of exam content, theoretical, not pragmatic enough; Degree of attention to the education practice is not enough, trainee needs to strengthen their work. Three, teachers’ qualification certification is static, lack of dynamic vitality. This mainly goes to the teachers’ qualification certification body certification qualification need specification; Teachers’ qualification certificate for life, type, simplification, go against the teacher qualification certificate in the circulation between subject and region, cannot reflect teachers’ professional quality improvement. These problems hindered the process of teachers’ education in our country, and are not conducive to the formation of a high quality teachers’ team in our country which match with international standards.Through the analysis of the specific problems and thinking, draw lessons from foreign teachers’ qualification system, the advantage of combining existing scholars’ point of view, the author thinks that teachers’ qualification system in our country reform should follow the below aspects:improve applicant’s academic standards, reform students’ training mode, strictly review for non-normal applicant’s qualification, unify national teachers’ qualification examinations, pay more attention to professional knowledge application ability and practice ability to the applicant, provide a complete the education of trainee opportunities for applicant, strengthen the training of teachers’ qualification certification of personnel and the management of the teachers’ qualification certificate, regularize practice the teachers’ qualification certification system, make teachers’ qualification certification more standardized and rationalization.As per teachers’ qualification system assessment method, only if we reform it in terms of teacher certificate system, can we improve the level of teacher team construction as a whole, provide the high quality of education service for the society, and make the teacher education course keep up with the pace of international teacher education career.
