Quality is the soul of education and lifeline has become the consensus of the academic community, including adult education, education are faced with how to use the limited resources to guarantee the education quality and provide better education environment and results of the problem. Education quality management and monitoring, assessment of the quality of education, education evaluation, evaluation and control of such as improve the quality of education means played a role can not be ignored. ISO9000, total quality management idea is introduced into the education evaluation system, to guarantee and improve the quality of education plays an important role in China, education quality evaluation system has produced important influence.For the sustainable development of education, according to the national policy of rejuvenating the country through science and education, the Ministry of education in the support of the central treasury, spend$550000000 a year for the training of primary and middle school teachers. As an important part of Adult Education -- training of teachers also faced with how to maximize the use of the limited funding of nationwide to ensure that training high quality training get ideal effect, need teacher training quality evaluation system to play a role. This paper first introduces the2010national training plan implementation status and the quality evaluation system of quality evaluation system, the theoretical basis and the index system was analyzed, and pointed out that the quality of teacher training evaluation in national training plan of achievement and inadequacy, and attempted to introduce the concept of meta evaluation of adult education area and specific to the teacher training in the quality evaluation system.The full text is divided into the following four parts:The first part, introduction. Briefly introduces the reason, the research significance, the correlation concept limits and documents and research ideas and methods.The second part, primary and secondary school teachers national training quality assessment theoretical basis. Mainly from the teachers’ training quality assessment based theory, model and evaluation of the implementation process to carry on the analysis.The third part, primary and secondary school teachers national training and quality assessment system. Mainly through literature analysis, questionnaire investigation, interview and so on national training plan implementation status and Chongqing City backbone teacher training situation is a basic knowledge and understanding, and then through the study of teacher training in the quality evaluation of.The fourth part, problems and suggestions of primary and secondary school teachers national training and quality assessment. According to the teachers’ quality assessment of the theory basis and the present situation of the results of the survey, which shows:analysis of problems of training quality assessment of low levels of attention; evaluation of the main advantages of loss; evaluation index system are not sound enough; outcome assessment feedback object is onefold, lack is incentive. Aiming at the quality problem existing in the assessment, the author undertook reflection. From the macroscopic angle, put forward to improve the ability of professional assessment, assessment, development of long-term assessment, quality assessment and assessment of combination and the establishment of an effective incentive mechanism of the feedback four improvement measures.The fifth part, the specific operation of primary and secondary school teachers national training quality assessment.
