Heightening the popularity quality in rural area and its income level are of significance when it comes to increasing comprehensive national strength. Rural community learning center especially plays key role in enhancing population quality and raisingincome level, as it provides a platform that formal education can not reach. Based onpractical situation and connected with acceptable way of learning, rural community leaning actually promotes rural people to pursue knowledge actively for lifetime.By reading correlative literatures, rural learning center has been developing in China for more than30years. The great attentions and intensive promotions from government at all levels breakthrough its growth. Upon that, the role of government is irreplaceable as rural learning center is accelerating its development. This report is basedon the conditions in Yunnan, where rural learning center in minority nationalities have its own characters, emphasizing the role of grass-roots organizations in rural learning center development. Also, trough this research on the relations between rural learning center and rural grass-roots organizations, it will discover existing problems and flaws. Meanwhile, the effective experiences of building rural leaning center covered inthis report will be extracted and adopted in order to bring sound and interactive development between grass-roots organizations and rural learning center.
