Education is a great national project,and compulsory education is the foundation of education.In 2019,the supervision,evaluation and certification of the balanced development of compulsory education at county level was officially launched.From the actual situation of the development of compulsory education in counties,the basic balance of compulsory education in the whole country has made great achievements,but there are still difficulties in specific aspects of the balanced development of compulsory education.According to China’s Education Modernization 2035,95 percent of counties,cities and districts should achieve the goal of balancing the quality of compulsory education by 2035,promoting the development of compulsory education in the direction of higher quality and higher quality balance.With H county as an example,this study based on the public goods theory and the theory of equal basic public services,in accordance with the measures for the balanced development of the county area compulsory education quality supervision assessment,through the research methods of questionnaire investigation and case analysis,from the allocation of resources,the degree of government guarantee,the quality of education and social recognition four aspects to evaluate H county compulsory education development present situation,H county,the current compulsory education quality in the process of the balanced development of teachers uneven configuration,the level of education security deficiencies,large gap between urban and rural education quality and find out the problems such as "urban place" influence teacher configuration,large difference of urban and rural economic and cultural development and the causes of lack of education supervision and management mechanism,compulsory education quality balanced with demand for high quality education to public services,The countermeasures and suggestions for the balanced development of H county compulsory education are put forward.Specific suggestions include: scientific optimization of compulsory education resources allocation,strengthening government guarantee and strict education supervision mechanism,innovation of teaching to improve the quality of education and so on.This study has reference significance for the balanced development of compulsory education in other counties and provides certain reference value for the development of compulsory education in China.
