With the deepening reform of vocational education, a wide range of vocational education models are emerging. In the process of exploring the developing way of vocational education, groups emerge and sweep the country as an effective way of integrating and optimizing vocational education resources. Shandong Province is a larger province of vocational education, but the distribution of education resources is relatively dispersed and significantly different regionally. So the key is to set up a group of vocational education groups which can create value effectively to take advantage of the economic and resource advantages in Shandong Province.This study is divided into four parts in addition to the introduction. The introduction describes the reason, the significance, the related concepts, the related review at home and abroad and the research methods of this study. Then, the first part focus on the development history and the characteristics of the vocational education groups in Shandong Province. On this basis, the second part analyzes the achievements and the problems of vocational education groups in Shandong Province.The achievements mainly include strengthening "Group" concept, promoting the integration of resources, promoting convergence between the Secondary Vocational Education and the Higher Vocational Education, deepening cooperation between schools and enterprises and improving teaching quality and efficiency, and the problems mainly include the lower acceptance, the relatively scarcer policy support,the looser internal organization structure and the lower enthusiasm of business sectors to participate in vocational education groups. In order to solve the problems, the third part presents some specific suggestions, such as the standardized development and unique brand, policy guidance and legal protection, overall planning and coordinated development, sound mechanism and clear responsibilities, the interest protection and the strong attraction, etc, to provide some basic advice and feasible strategies for vocational education groups of Shandong Province. Finally, taking a typical example of Zibo Architecture Education Group, the fourth part does some summaries about its practice, and outlines some inspiration that the Zibo Architecture Vocational Education Group brings us.
