As the origin place of Chinese non-government education, Shandong Province has witnessed the rapid development of its non-government education since China carried out its reform and open policy. Non-government education in Shandong Province has demonstrated the characteristics of diversity in school types and school investors, imbalance in development, increasing investment, better outside environment, modernization of administration, and school uniqueness. Compared with other provinces in China, non-government education in Shandong has showed a pioneering spirit and at the same time experienced the same development phrases. Current non-government education in Shandong Province originated from the beginning of the reform and open policy, developed with the deepening of the reform, and gained great momentum in the great innovation of the society which is caused by reform and open policy. The development of non-government education has mainly been motivated by the confliction between the increasing need for better edcation from the mass people and the insufficiency investment in education of government.Due to various factors, non-government education in Shandong Province still faces many problems and troubles, such as single capital source, capital raising difficulty, shortage of capital, unqualified faculty members, instability, poor legal environment and official supervision, and inadequate infrastructures. All these problems have severely hampered the healthy development of non-government education.This thesis takes the development of non-government education in Shandong Province as its subject, analyses various problems and troubles encountered by non-government education sector in its development process, and puts forward suggestions and solutions to these problems, to help smoothing the development of non-government education in Shandong Province.This thesis combines theoretical analysis with empirical research together, using the theory and method of education science, economics, sociology and law etc. The whole thesis is divided into five parts. The introduction briefly states the status of Shandong Province in the history of non-government education development, the range of this research project, the having fruit and research method. Part two mainly analyzes the historical background and major motivation of Shandong non-government education. Part three summarizes the status quo of the development of the Shandong non-government education. As the emphasis of this thesis, Part Four thoroughly analyses the major problems faced by non-government education such as capital, faculty, outer and inner social environments, and probes the causes of these problems, including legal and policy factors, mechanism factors, social environment factors and the characters of non-government education itself. Part Five is the emphasis of this thesis, puts forward suggestions, thoughts and solutions to these problems on the basis of the forward analyses, offer suggestions to the healthy development of Shandong non-government education, this is also main thesis of this research.
