The cultivation of civic awareness has been widespread concern of global education issues. Junior school students in to society and entered high school education stage of the fork in the road, this feature determines the cultivating junior students citizen consciousness education task is a very important and urgent. From the current set of our school education of middle school curriculum, and developing the students’ citizen consciousness is most closely related to the courses is the ideological and moral curriculum, so by improving the ideological and moral teaching to promote the cultivation of citizen consciousness of students, is the most direct and effective practice.The author relies on the full-time compulsory education ideological and moral curriculum standard (revised edition) and Jiangsu version of the ideological and moral teaching material analysis, the courses and teaching materials contained and penetration of civic consciousness training related content analysis, attempts to improve the moral character of teachers teaching idea, enrich the classroom teaching content, teaching method of coordination, innovation in classroom teaching and practice of the civil consciousness of junior high school students to develop, for ideological and moral course to cultivate the students’ citizen consciousness provides a more feasible and efficient operation.This paper first elaborated the author reasons for choosing this topic, and further reviews the theoretical results, the cultivation of citizen consciousness of citizen awareness of domestic teaching experience and practical results, and discusses the feasibility on the ideological and moral lessons of junior high school students of the cultivation of citizen consciousness. The second is mainly introduced the present junior middle school in the ideological and moral course students civic awareness training situation, and the control part of the influence factors of development, in order to be more realistic and comprehensive understanding of the current ideological and moral lessons in training status consciousness of citizens, the author based on database, to obtain the relevant survey data of different regions of the country within the scope of the survey results, choose which has representative, found common problems exist on the cultivation of civic awareness of junior high school students. The last part is this article key point, mainly on how to implement the new curriculum reform of education concept, through establishing the concept of Ideological and moral curriculum for example based on the overall quality of qualified citizens foundation, highlight the cultivation of citizen consciousness. Combining the subject and the theme of life, enrich the teaching content and so on, and try to use with civic awareness training teaching methods of the ways and means such as current affairs comment teaching method, simulation hearing teaching, dialogue teaching method and so on, to further improve the effectiveness of training students’citizen consciousness.
