A Value-added Assessment from the Perspective of Education Equity: an Empirical Study on Kunming Migrant Children Recently, rural migrant children’s education is a hot issue in China. In order to solve the educational problem of rural migrant children, the government carried out the principle of “two primaries” policy: first, local government in the destinations of migration should take primary responsibility for providing compulsory education for rural migrant children; and second, rural migrant children should primarily attend public schools in the host city.From the perspective of education equity, this study used large-scale survey data to discuss the starting equity, process equity and result equity for migrant children’s education. Firstly, school choice equity for rural migrant children was analyzed by descriptive analysis and Logistic regression. Secondly, using Hierarchical Linear Models, this study conducted value-added analysis on the effects of enrollment of migrant children in private and public schools specifically for migrant children..The major findings of this research can be summarized as follows. First, compared to the local children, migrant children are still facing the school choice equity problem. Second, private schools specifically for rural migrant children have lower quality than public schools. Third, enrollment in private schools specifically for rural migrant children has negative effects on their academic achievements. Based on the empirical findings, policy issues and the problems and weaknesses of the study were discussed.
