Preschool education is the foundation of school education, as well as the foundation of lifelong education system. The quality of preschool education has critical significance to the development of individual and social benefits. Compared with education in other stages, preschool education has the relatively higher rate of return on investment. The state and society are paying more attention to preschool education, trying to offer children better education. As the main implementer, preschool teachers should undertake the responsibility of the important mission. A comprehensive and serious understanding of preschool teachers can contribute to the optimization of their organization structure, to the raise of preschool education quality, to the improvement of their living status as well as the development of preschool education.Taking X( a city in Shandong province) as an example, this article draw conclusions based on the investigation about preschool teachers’ present condition, development status, social status and personal prestige by questionnaires and interviews. There are four main problems: the first is that the structure of preschool teachers is not reasonable, showing in the aspects such as age and education background and sex ratio; the second is the low level of profession, which often means occupational spirit, expertise, and career planning; the next is the living condition of preschool teachers is worrying. A common situation is that they suffer from the high pressure of working strength and psychological burden as well as the lack of social security; the last one is the development of preschool teachers is not balanced. Most teachers prefer working in a public preschool institution than a private one, because the public one often means more social resources.Accounting to the survey, this article proposed four solutions after theoretical and experiential, domestically and internationally, analysis: the first is to strengthen the construction of legal system education, gradually consummate the law structure and concentrate on its implementation; the second is to protect the legal rights of preschool teachers. Teachers themselves should also cultivate the sense of initiatively protecting their own rights; the third is that government should issue policies to support and supervise the preschool education, providing a fair and reasonable development space; the last one is the implementation of preschool teachers in the effective development of human resources, by which preschool teachers could be better trained and their present situation could be generally improved.
