With the continuous development of competitive sports in China, the domestic large-scale sports events is gradually becoming flourishing. As an important part of sports events, sports human resource management in event is playing a decisive role in the events. This paper firstly combs the related theory, from the aspects of connotation and extension. It mainly includes three levels of sports events, sports events, sports human resource management and human resource management. Based on classifying basic theory of human resource management of the sports events, and has carried on the analysis to the human resource management of sports content In establishing the theoretical coordinate, this paper use the author participated in the Jining city held the twenty-third sports meeting of Shandong province’s practical experience, the five aspects of planning and management, human resources from the twenty-third Shandong Provincial Sports recruiting management, training management, performance management and redundancy management carried out a detailed and in-depth analysis of the event show, by using the literature material method, field survey method, logical analysis and mathematical statistics method. Through the analysis, the twenty-third sports meeting of Shandong province sports human resources is managed by the Committee of organization and personnel department, which is responsible for the planning and management, and to the Provincial Games organizing the overall planning for the premise. The planning is from three aspects of quantity, quality, structure,human resources, security events with the balance of supply and demand; In recruiting management, the event was divided into event staff and volunteers in two lines, the staff was mainly followed the transferring mode, and also with the practice of personnel employment in order to rich the team, and the volunteers were recruited mainly in colleges; In training management, it make clear the training target, training materials, to provide protection from the system, teachers, funds, events; In performance evaluation, it take the year-end assessment and daily assessment of the combination of department evaluation and individual evaluation combined; In severance management, it clearly the severance process, and pay attention to the game summary commendation. By compared with the twenty-second Shandong Provincial Games, the twenty-third sports meeting of Shandong province’s has proved some advantages: in the games, the human resources management work started earlier; pay attention to humanresources management experience by hiring professional consultants; try to use human resources outsourcing form to improve the efficiency of management; undertake large sports events to improve the combat capability of competition of human resources; take advantages of the human resources optimization structure advantages of talents in Colleges and universities. Through the comparison of theory and practice, this thesis points out that, the twenty-third sports meeting of Shandong Province in the event of human resource management aspect exists the lack of systematic management, imperfect incentive mechanism, performance evaluation of management, lack of human resource flow and promotion, management idea behind, lack of funds guarantee insufficient retention mechanism and other aspects of the problem. Finally, in this paper, the human resource management of large scale sports events should be promoted to commanding position, and should be guided by scientific theories, trying to overcome the practical problems of common, making human resource management of sports events really play its positive role in optimizing the allocation of human resources, security events held smoothly etc..
