With the rapid development of present society and economy, people’s material life has become increasingly rich and colorful. At the same time, the pressure of life is increasing, all kinds of physical or mental illness are emerging and put serious impacts on people’s health. Sports can help to improve people’s health level, to ease the psychological pressure, which makes awareness of participation in fitness is growing. Therefore, sports and fitness industry is pushed to a new height of development. As one of the typical fitness activities, the service quality of operating fitness club has become a guarantee of its long-term development.Currently, the relevant research on the Operating Fitness Club focused on operating investigation and countermeasures, the research on quality of service is not so much and not comprehensive, both the service quality evaluation and analysis of factors affecting the quality of service are insufficient. In terms of quality of service management, too much talk about the importance of management, too little about the systems management methods and enforcement measures. Too much theoretical research, but too little empirical research. Still lack of research on the quality of service fitness club business regulatory system.To do this, using the methods including the literature, the investigation fieldwork, questionnaire and mathematical statistics, this paper investigated the service quality status of nine operating club in different development levels in the 17 prefecture-level city in Shandong Province. The survey involved five dimensions including fitness courses, interactive services, participation effect, activities environment and pricing status. The research preliminary conclusions are following:(1) People involved in operating fitness club fitness activities in Shandong Province are mainly the youth, higher education, more female consumers than men. And the proportion of people involved in fitness is directly proportional to their monthly income. The most number of the people are gathered in the fitness pattern of 3-4 times one week and every 1-2 hours. The main purpose of the consumer to participate in fitness is to promote health and shape the body.(2) According to SSQRS, and increased the price factor to investigate the services status of nine fitness club in Shandong Province and draw the conclusions: Consumer satisfaction is significantly higher in fitness courses than the other four dimensions including interactive services, participation effect, activities environment and pricing status.(3) The main five factors that affect the quality of service satisfaction are: the scientific management of fitness curriculum, the effectiveness and timeliness of interactive services, the significant effect of fitness participation, the comfort environmental of fitness activities, the rationality of making price.(4) In the process of building quality monitoring system of a fitness club, the objectives and principles must be clear, and the constituent elements must be improved, which covering human, material and financial resources, time and information five areas.(5) Operational mechanisms constitution of service quality control systems include: target regulatory mechanisms, monitor organizational mechanisms, evaluation of regulatory mechanisms, feedback regulatory mechanisms and incentive regulation mechanisms. Operational relationship for mechanisms: forward implementation, feedback adjustment and coordinated operation.(6) About the improvement and optimization strategies in service control systems of fitness club put forward: First, update the club operational ideologies, diversified the means of supervision; Second, carry out the special item, pay attention to fitness activities of individuation and diversification; Third, making practical service standards, provide references for work; Fourth, multi-raising to build the evaluation and feedback systems of service quality; Fifth, the establishment of a fair and equitable incentive environment, improve the pay system suggestions such as to improve the quality of service of fitness club to provide certain theoretical and practical support.
