Secondary education, as an important part of education, caters to the social need of talents of different levels and different fields, makes an irreplaceable contribution to the promotion of social economy. Due to the constant expansion of vocational education, vocational school teachers imbalance in the quantity and quality, overall low level of education, practice of teaching ability and professional skills and other issues are also increasingly prominent weak in recent years, Secondary vocational education teachers team-building and management still faced with unprecedented pressures and difficulties.Since the Meiji Restoration in Japan, by developing vocational education, the government learnt advanced science and technology in Western countries actively, train all levels of technical personnel continuously, so the rapid economic development has provided a guarantee of human resources, The teacher has accumulated a wealth of management experience, coupled with our close similarities with Confucian cultural background, If their teacher management system for study, Secondary vocational schools to improve the management of teaching staff has a certain significance.This essay uses the method of analysis of literature and introduces the system and mechanism of the management of teachers group in Japan. The essay concludes and analyses the present condition and characters of the management of teachers group in Japan, and teachers mobility, configuration and appointment, evaluation and training ext. There are conclusions we can find from the main characters of vocational teachers management in Japan:The teachers’ identities and their reasonable and orderly allocation have been improved enormously through the establishment of strict special allowance and civil servants education policies; Teachers’qualification certificate and employment measures advance teacher’s entry threshold with higher teacher aptitudes, training for teachers on a job with various and rich content provide steady foundation for specialization and integration management; Fair and transparent assessment system enhances teacher’s quality, reduces the amount of the unqualified and animate school’s management system; Relevant laws have been issued for smooth teacher management systems’ guarantee. It is summarized that the enhancement of vocational teacher’s management, law construction, high social status and establishment of faculty allocation in secondary specialized vocational school are great significance to solve the current problems of teachers on the job.
