Along with our country’s higher education scale unceasing expansion, it gradually changed from the "elite" into the "popular" stage. By the impact of the one-child policy, in recent years, China’s basic education students continue to shrink, which cause the national primary and secondary school teachers quantity gradually saturated, and accordingly, the local education bureau’s demand for graduates from local universities and colleges sharply drops. This situation conflicts sharply with the employment issues of undergraduates in local teachers colleges in the context of higher education expansion, which leads to undergraduates’ unemployment and also, has been a big problem of China’s employment as well. In-depth study of employment issues in local normal university can, for one thing, provides the theoretical reference for the government, alleviate the employment pressure, solve the employment problem; for another, can provide the theoretical reference for employment sector of local normal university, and it can be beneficial to optimize talent training, strengthen employment, improve employability of local normal university graduates.Taking Xian Yang Normal University as an example, The paper investigated the local normal university graduates employment issues of present, analyzed the main reasons for the existing problems and come up with countermeasures and proposals for that. Fist of all, the survey was made with interview and questionnaire on the employment issues of local normal university graduates. The findings of the survey mainly fall into four aspects causing unemployment, such as, intensified structural unemployment, invisible constrains of employment policy, employability weakening, and employment expectation imbalance.The paper analyzed the causes for the unemployment of local normal university graduates in several ways; firstly, the period of social and economic transition leads to the serious supply-demand imbalance between job openings of social need and the numbers of graduates in local normal university; secondly, the rational flow of graduates is bound by employment system of local normal university; thirdly, structural unemployment of the graduates is directly caused by university talent cultivation reform behind and inefficient joint of profession settings and social needs; finally, most graduates, lacking in career planning ability, cannot efficiently deal with the great change of job market.In the end, the paper suggested the countermeasures for the problem from three perspectives:government, university and graduates. Government should fully exert its functions, in elimination of the employment institutional barriers and job enlargement; actively pilot free education for normal students, establish employment priority access mechanism; weaken system binding of registered account and file, keep talent flow open; strengthen the construction of employment information network, set up the employment information sharing mechanism.Colleges and universities should take the social demand as the guidance, actively carry out educational reform; strengthen professional construction, adjust professional structure; optimize the talent training, improve students’ practical ability; perfect the vocational guidance, strengthen students’ employability. Undergraduates in local normal university should face the employment situation, establish a correct concept of employment; enhance personal quality, comprehensively promote the employability; have a correct understanding of themselves and rational career planning.
