A school is like a kingdom, which has its own unique management style and daily conduct and operates in its own time scale in the prolonged infinitum, thus strongly highlights its distinctive features to the outside world. These highlights of its distinctive characteristics are mainly achieved through the development of its school-based curriculum. Since the new curriculum reform in primary and secondary schools in2001, there has been a wave of a school-based curriculum development and research among primary and secondary schools. And school-based curriculum development and research in most schools are based on arts education as an entry point to start. After ten years of exploration and development, curriculum development with art as a carrier in first-tier primary and secondary education with art as a carrier, how has it developed and changed? In what operating modes? What problem they’re facing to survive and what’s the bottleneck of its development?This study used qualitative research methods, which takes school-based curriculums from N elementary schools as object of study and folk music as carrier. Through a large collection of interviews and observations, based on the understanding of how N elementary school curriculum developed, on the one hand to objectively present the curriculum target, course content and curriculum implementation of N primary schools folk music in the context of the time, on the other hand to apply arts education, aesthetic education, philosophy of art and other related theories to conduct in-depth inquiry and analysis, trying to reveal contradictions and dilemmas in the course objectives, course content and curriculum implementation etc in the N elementary school with folk music as a carrier. In the multi-dimensional deep description and analysis of the contradictions and difficulties, try to clarify the substance and causes of the contradictions, show the actual facts of elementary school arts-based curriculum development in order to encourage people to in-depth thinking of school-based curriculum and arts education, thus contributing to a better elementary school arts-based curriculum development.The research shows that in the development course of the N elementary school folk music curriculum, folk music school-based curriculum goals are of two kinds of utilitarian value of nature and human pursuits due to external environmental and themselves; they sought for a balance for literacy skills and achieve balanced in course content but failed to properly handle the relationship between the two, which leads to the situation of the emphasis on curriculum emphasis and that on literacy skills exist side by side; also there’re two different kinds of mode of teaching:purely skill teaching and literacy teaching. In short, there’re two parallel programs for N elementary folk music curriculum development, which shows a hard situation in which the two struggles and wanders. This dilemma embodied primarily in three aspects:how to balance the ideal of humanization in arts education and the reality of utilitarianism, how to integrate the school arts education resources, how to combine the curriculum suggestion from specialists and school-base curriculum. The reason for this dilemma is that folk-based curriculum is affected by a variety of factors, playing a complex, contradictory, and multiple roles. Interwoven with the orientation of national education policy, guidance of the education authorities, the development, of schools themselves, competition among schools, parents demand, students need and other factors, N primary school curriculum will develop as shackled dance, struggling, wandering with twists and turns in its own unique characteristics forward.
