In June of2001, China’s ministry of education launched the "foundation educationcourse reform outline (try out)", clearly put forward to:"change the state that the coursemanagement is too centralized, inforce national, local and school three-level curriculummanagement, strengthen the course adaptability to local, school and students." Theschool-based curriculum development has helped to compensate for the lack of nationalcurriculum and local curriculum; helped to promote students’ personality development; helpedto promote the improvement of teachers’ specialization; helped to develop the school’s owncharacteristics.Having passed10years, however, the actual situation of the school-based curriculumcarried out in many areas do not seem to be satisfactory. According to the investigation, inHebei province as an example, the development of school-based curriculum in elementary andmiddle schools in quantity is not much, even in developed schools most of them on thequality is not high, there is a difficulty of one kind or another. So, what is the difficultiesappeared in the process of school-based curriculum development in Hebei province? What isthe reasons for these difficulties? How to get through the difficulties in order to promote thesmooth implementation of development of school-based curriculum in primary and secondaryschools in Hebei province? Thinking about these issues is the starting point to write thispaper.In this paper, based on the investigation of relevant research results at home and abroad,using questionnaire survey method, interview method, first investigate the difficultiessituation of the development of school-based curriculum in primary and secondary schools inHebei province, and then analyze difficulties existing in the development of school-basedcurriculum in primary and secondary schools in Hebei province, at last put forwardcorresponding countermeasures.This thesis is divided into the following five parts:The first part is the introduction. Mainly including the research origin, domestic andforeign research review, research ideas, research methods and innovative points, etc.The second part is the summary of school-based curriculum development. First definethe core concepts about the school-based, school-based curriculum, school-based curriculum development and so on, secondly illustrate the relevant theoretical basis of this study, finallysummarize the significance of school-based curriculum development.The third part is the development of school-based curriculum in primary and in Hebeiprovince survey design and result analysis. Through questionnaires and interviews and othermethods, investigated the dilemma situation of the development of school-based curriculumin primary and secondary schools in Hebei province, and analyzed the result of the survey.Questionnaire survey in Hebei province and the content mainly includes the basic situation ofthe development of school-based curriculum, school-based curriculum consciousness of theteachers and principals, and development ability, students and parents on the attitude of thedevelopment of school-based curriculum, school-based curriculum in the school ofmanagement, etc; According to the content of the questionnaire, also developed a visit to talkabout the outline, the issues related to individual in-depth interviews, to ensure that the depthof investigation. Through the analysis of the results of the survey, summed up the internal andexternal difficulties on the development of school-based curriculum. Internal difficulties are:understanding does not reach the designated position of school-based curriculum,school-based curriculum development subject their own problems, not make full use ofcurriculum resources, lack of funding, school-based curriculum management school itselfProblem, owe to perfect the evaluation system, and the corresponding lack of campus culturalconstruction, etc.; External difficulties are as follows: insufficient education administrativepower support, expert guidance is inadequate, parent participation is not enough participation,community personnel is not enough, and not form the whole social atmosphere of publicopinion on the development of school-based curriculum, etc.The fourth part is the countermeasures out of the predicament of development ofschool-based curriculum in primary and secondary schools in Hebei province. Mainly aimedat the difficulties, put forward the corresponding countermeasures from two aspects of insideand outside. Out of internal predicament countermeasures are: to promote school-basedcurriculum development idea, to continue to strengthen school-based training and improve theability of principals and teachers’ school-based curriculum development, school-basedcurriculum management, to establish a scientific and reasonable evaluation system ofdevelopment of school-based curriculum, to make full development and utilization ofcurriculum resources, to build up campus culture of cooperation system, etc; Out of the school-based curriculum development external predicament countermeasures are: to improvethe education administrative department the support for school-based curriculum, tostrengthen the cooperation between university and primary and secondary schools andresearch institutions, to improve the enthusiasm of the parents and the community toparticipate in the school-based curriculum development, to form a national consensus on thedevelopment of school-based curriculum, eventually becoming the social effects, in order topromote the smooth development of school-based curriculum.The fifth part is the summary. Summarize the achievements and deficiencies of thepresent study, and the future research directions are pointed out.
