In October 1967, at Fort Williams people held the meeting on the theme of: "the world education crisis" International Symposium, "school-based curriculum" by UNESCO International Planning Research Institute Combs first proposed, then was introduced to our country. In 1999 June, "the CPC Central Committee and the State Council on deepening education reform and promoting quality education decision" is presented to the national curriculum, local curriculum and school curriculum. In 2001 June in the "basic education curriculum reform program(Trial)" in put forward "change the course management was too focused on the situation, the implementation of national, local, school three grade curriculum management, enhance the adaptability of curriculum to local, school and students".With the new curriculum idea promulgated, China began to implement the national, local, school three levels curriculum system, practice before the national curriculum and local curriculum is to grasp the situation and the status quo of education from the macro, but also with each school there are different degrees of derailment, on the use of existing resources in the school can not fully the development of school-based curriculum, just can make up the defects of the unified national curriculum, student-centered, cultivate the students’ independent thinking, the ability to actively create, enhance students’ self-confidence, self-esteem, and promote the formation of students independent personality. The school is not only the carrier of education, more education platform, the school-based curriculum can make the teaching more diversified, make the curriculum more rich. The author unifies the Hebei province middle school existing resources, to the traditional musical culture in Hebei is based, to folk music as the background, has launched the analysis and study of Hebei folk music of school-based curriculum development.The reason why the author choose Hebei folk music school-based curriculum development as the topic, mainly for the following reasons: first, the overall environment of education need to join the school-based curriculum, supplement state and local curriculum needs of school-based curriculum to enrich the curriculum, improving the structure of curriculum. Second, although our country put forward the three level curriculum management system has been for some time, but the development of school-based curriculum in various places are not widely, causes the insufficient development of many aspects, such as the lack of the school-based curriculum of the literature information, or lack of teacher professional level etc.. But the author as a research subject teaching direction, through the investigation and combing the literature found school-based curriculum in this promising field, see blank music school-based curriculum, plus graduate students during the school the author of "national training" understanding of the project and to observe, learn a lot of advanced teaching idea education, the author hope these concepts and ideas can be applied to practice, so the development of school-based curriculum is the author of music interests, but also responsibility. I hope that through their own efforts and guide teachers to help to complete the research of local music culture school-based curriculum based on the development of Hebei folk songs.The author based on the literature research method, the collation and analysis for corresponding domestic and overseas school-based curriculum and the school-based curriculum of music literature, has carried on the preliminary understanding of the situation of Chinese music school-based curriculum; secondly, the author used interviews, interviews with several high school music teacher, learned music teachers are active in the school-based curriculum development manner, but also represents the development of resistance and difficulties can not be ignored; finally, the author randomly high student several middle school, according to the observation request, by the students of the music classroom expression, action and interaction of the extent of the situation and other aspects has carried on the careful observation, the author found that, the students like music, the music lesson the students relaxed, for the appreciation of music and singing very actively, the development of school-based curriculum is beneficial to music.In the introduction part,the author points out the reason and meaning of the author of this paper, and the research methods, research difficulties, innovation and research steps and ideas are simple to do a presentation. Enter the text part, the author first reviews the research of school-based curriculum present situation at home and abroad, this chapter mainly describes the present situation of the school-based curriculum at home and abroad, including the study of music of school-based curriculum, and the author of outstanding achievements of the previous study has carried on the reorganization and the analysis, provides a detailed theoretical basis for this study. This is followed by the further elaboration of the concept and meaning of music school-based curriculum. First of all, the author summed up the concept of music school-based curriculum, followed by analysis of the current curriculum’s characteristics, the author puts forward the significance and value of music, school based curriculum development finally, the author also analyzed objectively and calmly face the music school-based curriculum development difficulties and challenges.The third and the fourth chapter are the main body. Choose Chun Guang middle school as the development object, the author focuses on the course design and the implementation steps, the author analysis from the development background and situation, curriculum objectives and contents, curriculum implementation advice and planning, curriculum evaluation are discussed. In the teaching plan, designed by the author on the Hebei folk music of school-based curriculum development of specific lesson plans mainly by the beautiful Yan, the two part assessment and evaluation of colorful folk songs and curriculum composition. Finally, in the conclusion part, the author summarized the theme and conclusion, also hope that through this study for the development of school-based curriculum of high school music provides a new train of thought, so as to promote the development of school-based curriculum in middle school music.
