Research On The Optimal Allocation Of Rural Compulsory Education Resources

A country's basic education is the cornerstone of talent training system.If higher education determines the height of a country's education,then basic education determines the overall quality of a country's population.China's basic doctrines implement the nine-year compulsory education system,which is an important part of China's plan to strengthen the country with talents,so that education can benefit all the people in the 9.6 million land.Although the state has repeatedly stressed the equity of compulsory education and allocated compulsory education resources as balanced as possible,absolute equity does not exist.Some objective factors,such as regional geographical environment,regional economic environment,regional cultural environment and so on,will inevitably affect the distribution of teachers in compulsory education.How to balance the compulsory education between the remote mountainous areas and the prosperous cities,so as to make the national compulsory education sustainable development,has put forward the very high request to the local government management.Combined with the actual situation of Y County,based on the theory of educational equity,educational resource allocation,new public service and education adequacy,this paper studies the actual situation,existing problems,causes and Improvement Countermeasures of the optimal allocation of compulsory education resources in Y County by using the methods of literature research,investigation and research,data collection and comprehensive analysis.Firstly,it summarizes the main methods of optimizing the allocation of compulsory education resources in Y county.In recent years,y county has optimized and allocated the compulsory education resources from the aspects of financial resources,material resources and human resources.The allocation structure of compulsory education resources has been further optimized and the equity index of compulsory education has been further improved.Secondly,this paper analyzes the problems and causes of the optimal allocation of compulsory education resources in Y county.The total amount of financial investment in education in Y county is insufficient.There is a certain gap between urban and rural schools in terms of basic conditions,security level and school running quality.The overall quality of teachers needs to be improved.There are many reasons for these problems,such as insufficient financial investment,unbalanced spatial distribution of educational resources,insufficient supply of teachers and insufficient training.Thirdly,the paper puts forward suggestions on the optimal allocation of compulsory education resources in Y county.The first is to establish and improve the education investment guarantee system to ensure that the education financial investment is sufficient,in place and effective.The second is to optimize the spatial allocation of compulsory education resources in rural areas,and reasonably solve the problem of unbalanced development of urban and rural education.The third is to comprehensively improve the quality of teacher resources supply,improve the mechanism of teacher compensation,and strengthen teacher training.
