Author is located in Jinhua City in the central of Zhejiang Province, a city with convenient traffic and developed economy. "Three thousand miles of water through the Southland, Pressure the Jiangcheng fourteen states", the famous poetess Li Qingzhao’s verses vividly summarizes the important position of Jinhua and impressive momentum. As an important industrial city in central Zhejiang Province and the southern wing of the Yangtze River Delta economic zone, Jinhua owns broad development prospects, develops block characteristic industries:Yiwu Commodity City, Yongkang hardware industry, Pujiang crystal industrialization, Wuyi tourism industry.In the rapid development of urbanization, Jinhua urgently need for high-quality personnel, with independent thinking ability, strong learning ability, as well as exchanges ability to communicate with people. Communicative competence is the indispensable ability of modern talents, which is the main vehicle of oral communication.Oral communicative competence is a performance in the process of communication between people manifested in flexible, wit speaking and listening ability, it’s not just the language skills, is also a communication capability, the ability to do things, is more of a possibility of harmonious development of man, basic capacity to adapt to modern society. Modern society is a rapid development of the information age, the interaction between people is more frequently, more extensive and closer than in the past. Society is increasingly showing high communicative and efficiency characteristics. Whether through verbal exchanges with others in a short period of time to establish cooperation and friendly relations, on a person’s career, work, learning plays a key role on the success or failure. This requires that every one of survival and development of the members of society, must have good oral communication abilities.This article focused on analyzing and studying how to develop Chinese oral communication ability of junior high school students in villages and towns of Jinhua city, Zhejiang Provience, and to propose strategies to solve the problem. In the introduction, first to clarify the causes and significance of the topic, and then describe the training in their mother tongue at home and abroad, in order to have a better analysis of the current status of Chinese language oral communication training. Clear the research objectives, that is, understanding the many problems on training oral communicative ability in junior middle schools in villages and towns of Jinhua through research, finding out a few key elements constraining the development of communicative competence of junior high school, and even to find to find methods of training students’communicative ability of spoken language for township junior high school. The first chapter focuses on studying the domestic and international students’oral communication ability theories, as the base of the practical research. The second chapter focuses on villages and towns of Jinhua city in Zhejiang province to investigate current situation of junior middle school students’oral communication ability, investigations on the cultivation actuality and typical cases for in-depth analysis, with a view to identifying where the problem lies. The third chapter focuses on policy thinking to improve oral communication ability. Firstly, there should be explicit features of oral communicative teaching, establish a new concept of teaching oral communication; Secondly, according to the psychological characteristics of the junior high school students in the township, design effective oral communication contents; Thirdly, put the "creation of context "in place. Finally, set the practical evaluation of oral communication mechanisms. The fourth chapter briefly discusses the problems to be solved in Jinhua township junior high school language spoken teaching.
