Small-class education has been a common trend across the world education development. Shanghai became the first to start the small-class education experiment in China since 1997. Hangzhou,Nanjing,Beijing,Tianjin and Dalian continued the experiment after that, followed by Taiwan,Hong Kong and other areas and cities. However, small-class education reformation is not the process of moving forward by itself. Small-class education reformation needs jointly promotion and innovation management from the government and education administrative department, business department, schools and other relevant departments. Therefore, as the deep developing of new curriculum reform in our country, we need optimization and innovation in the process of promoting small-class education for promoting quality education and individual education, as well as exploring the scientific strategy for appropriate small-class education promotion in all of areas in China in order to devote to the small-class education reformation during the stage of compulsory education.The developing of city society, economic business and people’s expectation of quality education, X district in Dalian, Liaoning Province has carried out exploration to entirety regional small-class promotion, and accelerated successful experiences and practices. The research set X district as an example, through literature material method, case study method and questionnaire investigation towards the research and analysis of the situation of small-class education, comprehensively expounding the promotion strategy of small-class education n X district. For example, we need establish safeguard mechanism of small-class education, the education ideal development by subject study, and establish teacher’s training system and the case study on middle and primary school.We also need set up the communication league. The research summed up the research production of small-class education in the stage of compulsory education at the same time. The idea of education fairness puts into comprehensively practice, weak schools are able to change and improve, the school managerial ability is able to enhance. Furthermore, teachers and students can achieve common development. These research studies not only rich the construction of small-class education regional promotion system in our country, but also provide operation strategy and suggested reference for the promotion of small-class education revolution.The research believes that there are also shortcomings in the implementation of small-class education regional promotion. For example,the theoretical system and evaluation system of small-class education still need to improve. The research offered some suggestions, such as the direction of effort to promote small-class education in the future for pushing forward the continuous and profound development of the small-class education in our country.
