Small-class teaching, a trend of modern educational reform, is an important measure toward the aim of quality education and educational equality. In "The guideline of national medium-and-long-term educational reform and development", the educational administrators are called on to reform curricula and teaching method and put smaller class teaching into wider practice. In "The guideline of Jiangsu medium-and-long-term educational reform and development", it is proposed that "with the changing number of the children at school ages, urbanization and the construction of new rural areas, the regional distribution of public schools in the stage of compulsory education will be adjusted to solve the problem of large class teaching and encourage small-class teaching. The number of students in each class of primary schools will be limited under 35, and 40 in junior middle schools." Similarly, in "The guideline of Nanjing medium-and-long-term educational reform and development", it is established that "until 2015, the number of students in each class of primary schools should be limited under 35, and 40 in junior middle schools; until 2020 the number will be 30 and 35 respectively, and small-class teaching will be achieved." The educational administration of District B actively puts the small-class teaching into practice and endeavors to realize the balanced and sustainable development of elementary education.By comparison, questionnaires, literature review, case study and field study, the paper studies the general school education, caring both specific cases and overall situation. With the focus on the study of small-class teaching, it elaborates on the starting and operation of small-class teaching in District B and gives a general introduction to the changes brought by the reform. The small-class teaching, a symbol of modern education, is beneficial to the development of students' personality, the construction of harmonious teacher-student relationship and the forming of personal charms. It helps effectively to enhance educational equality, efficiency and individualized instruction, improving the cultivation of creative talents, the teacher-student communication and the spirit of co-operation among students. The regional promotion of small-class teaching still faces the challenge from traditional ideas, lacking of enough teachers, effective management and scientific arrangement of curricula. With respect to these barriers, the paper proposes relevant solutions and advice in terms of educational policy, ideas, training of teachers and curriculum reform, aiming at providing useful reference to educational administrations and enhancing the reform of small-class teaching. Hence, a broader stage will be offered to teachers and students to develop their personalities and the quality of elementary education will be promoted on a more effective platform.
