Along with the professional development of China’s basic education teachers, Full-time Master of Education since 2009 has been a concern set. It takes on the responsibility of training professional, high-level teachers for the basic education and, but for various reasons,there are many problems in the training process of graduate education, and quite a few detours. To improve the quality of training Full-time Master of Education, to achieve its training goals, experts and scholars have conducted research on their problems, trying to give solutions to the problem and ways to improve the quality of the training. Throughout these studies, they have improved the education and training of Full-time Master’s, to a certain extent. But there are palliative issues just like basic education curriculum reform, only pay attention to changing external behavior, and do not concerned about inherent judgment which decides the outside behavior. The improving of the training of Full-time Master’s Education is also required clear inherent judgment, so it is critical to the study of the Full-time Master education culture and construction.To describe and locate the problem of the status of Full-time Master of Education Culture through questionnaires and semi-open interviews, by data analysis utilizing Jiangsu Province universities. Secondly, To clear division of the dimensions of Full-time Master of Education teaching Culture and the construction of the direction by checking the data and theoretical analysis. Its construction of the direction as the following, teachers’ knowledge, values education, teaching thinking, teaching habits and teaching institution. To build new Full-time Master of Teaching culture which has features of practicality, generative, career focused and student-centered education. Third, to clear to build a Full-time Master of Education teaching cultural do need the system, through the analysis of the relationship between culture and system. And through the incentives and constraints of system to provide good institutional environment for the building of Full-time Master of Education teaching culture.Through the survey found that there are four issues in four major areas of Full-time Master of Education teaching cultural:the tendency of serious academic teaching culture, contrary to the requirements of professional practice degree education; teaching culture severely controlled, hindered teachers and teaching subjectivity; teaching culture presents teacher-centered features, and contrary with graduate education reform; positioning generalization, and cannot carry out the occupational requirement professional degree education. To solve the contradiction between, slow Full-time Master of Education teaching culture change and the rapid development of graduate Full-time Master of Education, the strong constraints and guidance of system is essential. For this purpose should clear educational philosophy that system carries; improve institutional system, refining the system requirements; improve supporting measures to ensure the implementing of the system.
