With the development of the social various aspects in our country and by the policy to promote the development of urbanization trend in recent years,the Rural migrant people who come from frontier region increased year by year. According to related survey, the number of the group occupies “the half of mountain” among the city workers. Educational status of this group is very important for the practice of concept of lifelong education and lifelong learning. At the same time, to a great extent, it affect the construction of learning city and even a learning society. Therefore, it is worth exploring the group of continuing education’s effectiveness based on their own learning needs.In order to walk into the life of this group further, find the predicament of their life, Meanwhile, to seek the effective help to solve the difficulties and support which education can provide, this article only with combination of field observation method, questionnaire survey and case interview to understand the city workers’ learning needs from three aspects,they are respectively the city workers’ view of continuing education, their attitude and intention towards continue education, their action in continuing education, and these workers are mainly from Kunming city in Yunnan province. Its purpose is to build a kind of Continuing education safeguard mechanism which learners’ study demand oriented, able to motivate workers to meet their own needs, stimulate their learning motivation and constantly improve their quality. The survey shows that the city workers exist the following problems in the process of constantly improve themselves, firstly, on the cognitive aspect of continuing education, have a bias of continue education, don’t have a clear understanding of inclusive of continue education content, have a lower level of understanding the ways and methods of participating in continuing education and so on. Secondly, in the willingness to participate in continuing education aspects, at in general even low levels. Thirdly, on the action of taking in continuing education, many of them did not take part in any form of continuing education,they aren’t be satisfied with the content of continuing education which they once attended, more show dissatisfaction to continue education teaching way and so on. To solve above problems, in this paper, the author attempt to build a guarantee mechanism of cooperation On the of theory of multiple cooperation which include the government, enterprises, colleges and universities, the learners themselves. Specifically, firstly, government should strengthen management, the government attaches great importance to and provide policy support, form evaluation mechanism which can motivate workers to participate in continuing education.Secondly, and society should provide support, the enterprise internal should form regular training mechanism, various universities to do a good job of continuing education information publicity, all departments actively encourage migrant workers to participate in community education, various training institutions in society provide quality education as needed. The last, In terms of individual learners, they should strengthen the concept of individual learning and implement into action, take the initiative to understand the related knowledge of continue education, break the error cognitive, to identify their own main demands and to seek the main way to meet the demand, get a comprehensive evaluation of their achievements in the continuing education and stay motivate to participate in continuing education, meanwhile, actively participate in community culture and education activities of the organization to enhance the quality of themselves.
