Since the policy “building a team of an ambitious social workers” has been put forward in government report by the State Council, the social welfare system in China has enjoyed a great boost.Such phenomenon as the transformation of government functions, the increased purchases of social service programs by government, all indicates that China’s institutional innovation of social management and social governance is making progress. Public Welfare Foundation as a typical social service organization, which output numerous service projects to the community each year, but the service performance of these projects are to be assessed. In order to strengthening and enhancing the public welfare and foundation’s performance of services, program evaluation work is essential.The author made a case study on X Foundation, who has been an intern in X Foundation two months, and made an interview to the service object of X Foundation even chatted with other students to know the assessment aspects in social service institutions. At last, author found common issues of internal assessment aspects which shared in social service organization, and then author analysis the lack of professional assessment personnel, ethics dilemma existing in institutions and the abnormal internal assessment logic respectively. Finally, the author construct evaluation index system of social service organizations, which includes 4‐dimension contents, namely service satisfaction, process management, project preparation, institutional effectiveness, and is consists of 13 indicators, 26 content evaluation. At present, the system has been delivered to the X Foundation, and it needs to be test by foundations, donors and authority institutions. And, it needs to be examined in statistical testing.
