Study On The Construction Of Private Social Work Institutions’s Clients Satisfaction Evaluation Index System In China

In recent years, with the acceleration of professional social works, China has spring up a large number of private social work agencies, and social work services have got a certain development, gradually came into sight and accepted and praised by the Chinese. But in general, the development of our countries’social work services is still immature, still existing some problems that needs us to find out and solve, sum up experiences and learn from the past history. Assessment is one of the key factors to promote the management, development and service of social organizations as a tool of effective organization management and service supervision. Thus how to draw assessment system into social work service and carry out effective assessment are not only has an great innovation meaning in learning, but is a problem worthy of attention and discussion about China’s social work service and even social management innovation.The paper found that the study on satisfaction assessment to the target of social work service has hardly been found in China so far, the good index system of satisfaction assessment to social workers’ service target has not been built. And the private social work service agencies as a management carrier of the organization to carry out social work services, has not yet formed a habit and awareness for social work services object to do a satisfaction assessment. They often get used to doing a simple summary when the service activity finished, while ignore the service activity’s effect and estimation and opinion of service objects who are the best qualified to speak on. In a way, it is not good for the private social work service agencies to identify its own advantage and disadvantage objectively, and it certainly go against the promotion of service quality and service levels.This study aims to build a good satisfaction assessment index system for private social work object by employing action research method, under the guidance of constructivism theory, adhere to the research ways of "literature research---investigating and interviewing---index construction—field test---revision and perfection---sum-up and suggest" etc. The construction of the good satisfaction assessment index system was comply fully with the requirements of professional, scientific and reasonable, under the guidance of assessment theory like customer satisfaction theory, result based theory and APC theory etc.to carry out index design about the situation of private service agencies, social workers and service activity’s development, which service object concerned, and give index distribution and evaluation according to this three important procedure. Finally built a comparatively better satisfaction assessment of service object including three great assessment target—5Class-A index,30Class-B index and90assessment standards. And then, test and revise and perfect the index system through empirical research.This study points out the existing problems of the study of service target’s satisfaction assessment in China’s voluntary service agencies for social workers at present, and proposed several suggestions below:to create a better policy environment and social environment for assessment; establish a good assessment index system; strengthen assessment consciousness and promote the assessment ability, etc. The study of social work service object satisfaction assessment is a long-term and continuous process that requires our continuous efforts.
