High skilled talents is the important component of first resource and directly public wealthy creator. With the rapidly development of society productivity, no matter traditional industry or burgeoning industry, requiring a large amounts of skilled talents who can master advanced technology. The shortage of high skilled talents restricts the development of Changqing oilfield, and who are the force to promote the development of scientific technical process and harvest inverting. Its urge and important for Changqing oilfield to educate high skilled talents.High-skilled talent is the key element of the first resources of persons with ability and the direct creator of society fortune as well. The lack of high-skilled talents has become restriction as a bottleneck in development of Changqing Oilfield. Therefore how to cultivate high-skilled talents becomes a main and pressing task for Changqing Oilfield.This paper consists of three parts, including general theory, status & problems, analysis of cause formation, countermeasure & suggestion with a detailed description around the main subject of high-skilled talents' cultivation in Changqing Oilfield.In general theory of high-skilled talents its intension & characteristics of high-skilled talents and stimulation mechanism of high-skilled talents are summed up and analyzed and some typical cases of domestic & international high-skilled talents' cultivation are given along with revelation resulting on further analysis.On the basis of theory analysis its status and existing problems and cause formation of high-skilled talents in Changqing Oilfield are dissected by data and comparison, indicating that there exist several problems like total amount lack, proportion unbalance, apparent framework contradiction and severe prediction of persons' luck in a given year, and then pointing out that the cause formation is difference between knowledge and concept, disseverance of personnel manage system, limitation of distribution stimulation, deficient training input and un-adapted training pattern and singular channel of high-skilled talents in Changqing Oilfield.With updated experiences of domestic & international high-skilled talents' cultivation as reference this article puts forward to seven running systems as the orientation, general consideration and way of cultivation for high-skilled talents. It indicates training system to improve high-skilled talents for grown-up, to establish choosing system of high-skilled talents while helping them show out, to builds up evaluation system of high-skilled talents with professional ability as its guide and assessing system in favor to take full advantage of talents in position and exam their performance, to innovate and improve awarding stimulation system and talents exchange system in Changqing Oilfield. It is recommended that a compound and guarantee measures should be established in term of thoughts, framework, capital devotion, training foundation and public options.This paper has significant value of decision-making and reference for promotion and enhancement of high-skilled talents in Changqing Oilfield as well as those similar enterprises in industry.
