The Practice And Reflection Of Social Work Institutions To Take The Government 's Purchase Service

Since the reforming and opening up, Chinese political system and economic system have taken a great changes. China establish the socialist market economy. And the transformation of the government’s functions makes the non-profit organization facing unprecedented opportunities and challenges. With this situation, social work agencies have a great development. It bears part responsibility for the government, easies the financial burden of the government, uses the social resources effectively, serves social public, plays a very important role, and becomes an indispensable organization in Chinese society increasingly. With the reform of "separation of government and social organizations" practice, the government handover the intelligent part of the social management, using the financial funds, taking the marketization and leasing mode, purchase the social work services with the social organizations and enterprises and agencies which has professional qualifications. This form is called "Government purchasing services". With the development of the society, the social work agencies undertaking the government purchasing service is going to be a big trend in our country’s social services providing in the future.This paper based on social work agencies in undeveloped areas of central region as the research object, hands-on with the service practice by myself. With a government purchasing service project as an example, I take participate in the organization, to apply for the project, undertake the project, practice the project and assess the project on the whole process. Finding the problems of the social work agencies undertaking the government purchasing services from the actual cases, about the operation situation and the professional services level. Including: organizational independence is not strong, lack of management in the process of project operation, the investment of social workers work degree is low, professional services is not enough, social work services in the service object to the assessment of the lack of objectivity, etc. And through the questionnaire and interviews and other survey methods analysis the reasons:the government role positioning is not clear, organization operation lack management for specific projects, social workers’ career were low, the difference of social workers professional, the service object is influenced by Chinese traditional idea and other factors; After consult with teachers and experts, this article also put forward feasible countermeasures to solve problems and improve the ability and advice from the government, society, social work agencies and social workers.Hope that through this paper, improve the organization’s own standardization and specialization, and agencies undertake the government purchasing service provide improvements in the future, but also for social work agencies in undeveloped areas to undertake the government purchase services provide reference, and do add for the research of social work agencies and government purchasing services.
