With the professional standards of principal of kindergarten introduced,countries is increasing emphasis on the principals of kindergarten. As an important part of the team of kindergarten teachers,the professional level of principal of kindergarten has an important impact to the development of kindergarten and the quality of preschool education. Competency as an important part of human resources, has a good effect assessment and prediction for the the professional development of principal of kindergarten. In this study, the main object of study are the principal competency structure and level.In this study we first summary and analysis the relational study of the competence and teaching strategies. Combined with the corresponding principal findings, we also interviewed the middle managers and teachers.The results showed that :1. The competency of principal of kindergarten include management capacity, team Leader, organizational commitment, cognitive ability, service to others, decision-making capacity six parts. The questionnaires have good reliability and validity, reach psychological measurement requirements.2. The principal of the overall level of competency in good conditionPrincipal competency levels in good overall condition stage, including management ability, service to others, decision-making ability higher than others, organizational commitment scores low, the lowest score is cognitive ability. The self-assessment and evaluation of teachers in the overall structure consistency.3. The principal of different competence level of each factor on the different demographic variables(1) different tenure, education, kindergarten property area have an impact on the overall level of competence principal; the self-assessment of the level of each dimension, in the principal’s tenure, education and kindergartens property of these three variables has difference.(2) Evaluation of other persons of competency assessment of the overall level is higher than the principal differences in self-assessment, different positions and different property the overall evaluation of the principal competence; evaluation in each dimension level, age and property differences in teacher evaluation to the principal competence.4. The principal competency self-assessment of evaluation of teachers comparison results has differenceIn contrast to the overall competency evaluation, the mid-level leadership of the principal competency highest rating, followed by teachers, the principal appraisal of their lowest score.For comparison, principal dimensions competency evaluation, management ability and service to others, the mid-level leadership of the highest score, followed by teachers, principal lowest; in team leadership and cognitive abilities, the highest rated mid-level leadership, the principal is slightly lower and middle leaders, teachers lowest score; in organizational commitment, teachers score the highest, middle leadership center, the principal of self-lowest score; in the decision-making ability, the mid-level leadership of the lowest score, followed by the principal, teachers, the score is highest.In response to these results, The researcher note that we should formulate personalized training program, rich professional knowledge,and improve the examination system and so on.
