This research aims at how the parent-volunteer organization develops in the cooperation with schools, families and government in elementary schools in the Taiwan region. Moreover, the present situation and main factors that parents involved in school volunteer organization are also the research objectives, which likely as to provide reference for the development of elementary school parent-volunteer organizations in mainland China.To achieve the above research objectives, this study selects a primary school in Pintung County, which referred as A school in this paper, seizing the opportunity to be an exchange student in Taiwan National Pingtung University for one semester. Through the qualitative research, this study uses the methods of interview, observation and text analysis. The main content is to have interviews with volunteer parents, school administrators, teachers, students and civil servants of Education Department of Pingtung County. Observation results and related documents are also supplemented in this study.After multiple augmentations, it sums up the conclusions of this study as follows: first, parent volunteer organization of A school is established due to the demands of both school and parents; second, parent volunteer organization set up by A school is an independent organization which is half attached to the school, it has perfect organizational structure and rich content; third, the smooth implementation of parent volunteer organization of A school relies not only on its own perfect organizational structure and abundant content, but is also influenced by the school, family, society and government; fourth, parent volunteer organization of A school has been formally established for nearly 15 years, the volunteer organization has played a powerful role under the support of teachers and parents. On the one hand, the school affairs are carried out smoothly, schools and teachers get parents’ understanding and supports; on the other hand, parent volunteers’ interests and expertise are brought into play, they can fully understand the concept of school, and establish good interactive relationships with teachers. Volunteers are clearly aware that their role is to assist the implementation of school affairs and fulfill their fundamental responsibilities; schools know about volunteers’ enthusiasm and dedication and are grateful for it.According to the case study of the school, there are the following reference for us to implement parent volunteer organizations in mainland China: firstly, specify parent volunteer organization’s cultivating conditions; secondly, build a quiescent and dynamic parent volunteer system; lastly, give full play to the supporting role of the government.
