NGO, the English "non-government organization" an acronym for the term refers to a particular legal system, not to be regarded as government departments, associations, societies, foundations, charitable trusts, companies or other non-profit corporation, not for profit The purpose of the non-governmental organizations. NGO on a global scale began in the rise of the 1980s. With the world's population, poverty and environmental issues have become increasingly prominent, it was found that only rely on the traditional two-tier market and the Government also can not solve the problem of human sustainable development. As a response to, NGO grows rapidly and constitutes social new first-level.In this paper, we do the research into the development of Chengdu's NGO in recent years. Chengdu NGO has come a long way to achieve progress, it has been gradually improving both in theory and in practice. But at the same time, because of its late start, the relevant norms of the system are not perfect, which results in many problems in the management of volunteers. If not properly solved, this kind of issue will not only affect the endeavor and passion volunteers inputting on the organization, and even affect the realization of vision and the health development of the NGO. However, the rich human resources thoughts contained in learning organization theory can just exactly provide many useful lessons and inspiration for the management of volunteers, which is the most unique part of the NGO.The article takes the deep analysis into the management of volunteers according to their performance, the concerned aspects including recruitment in the management process, management risk and incentives in organization services, conflicts between administrators and subordinates. By discussing these issues, we draw lesson from the learning Organization, establish a systematic process of the project, build a common vision and the appropriate incentives mechanism, strengthen the team's study, improve the mental models of the volunteer manager to provide a management solution.From times to see, learning organization is bound to be a model of development of social organization. It is only through learning organizations, enterprises can promote technological innovation, community can be harmonious, city can enhance the comprehensive strength, and the Government can raise the level of management by using the most advanced knowledge and skills for production, work and management. In a life-long education system to a new study of society, we must take action in light of its own reality and explore the Learning Organization to create the road, seize opportunities, meet challenges and promote business, community, city and the government and society as a whole Sustainable development.
