A Study On The Role Of Government In Quality Management Of Higher Education

Education is the future for both country and people. Since the higher education management has became one of the most popular topics in international education reforming in 1980s, with the rapid development of politics, military affairs and culture of the world, most of the countries and regions have established a unique higher education quality management system. To be one of the principle parts in education, government play an irreplaceable role in this system. The Chinese government pays much attention to higher education all the time. The theses has a foothold on reality, summarized and sum up the present of higher education, studied from government’s performance in the Public Business Administration. It considers higher education quality management under the perspective from government and takes a closer look of this field.Nowadays, the research of "quality assurance"、"quality evaluation"、"quality certification" and so on has been highly valued in the field of higher education. The research only for quality management of higher education has not concluded with well-established theory. That is a very substantial improvement from "quality assurance" to "quality management" and it would make the research be more adapted to the social development in the new period. It’s not only broaden the concept but also giving a more precise description for the judgment and decision making process.This paper process that quality management in higher education in essence is a process of value choice, in which the government, the university and the society make great efforts to realize their respective value demands. Ashigher education is a kind of quasi-public products, the government plays an important in the process of quality management. Under the background of gradually improving socialist market system and the higher education transforms from elite education to mass education, the government must transform the function of higher education and committed to improving the legal system, carrying out meta-evaluation, establishing mechanisms, rebuilding the power of both central government and local government, staring international cooperation and using big data.
