With the rapid development of information age, information construction is of great importance for well development of the current campus education. Rizhao Mobile Education Advisory complaints platform can not only meet the needs of Rizhao City Campus customer groups to know well about consultation of education complaints via the network, but also have good management of the campus information technology education and teaching. In conclusion,the education advisory complaints platform which has affluently functional modules can accelerate the process of information education, improve teaching level of management,improve the skill of teachers and students, which can accelerate pace of educational information management for overall developments of schools.With the rapid development of China’s fourth generation communication technology, Rizhao mobile company is continually expanding the scale of network. Besides, more and more related educational information products are emerging. How to ensure the quality of Rizhao mobile educational information products and how to improve their service to the school,which attach great attention for Rizhao mobile company. At present, Rizhao mobile company are strengthen the cooperation of information products with schools in Rizhao. Of course, there are more complaints and consult for schools will use more information products. Education complaints handling is related to the progress of the information technology in schools and the enterprise image of Rizhao mobile company. The design and application of Rizhao mobile Advisory complaints platform can help the company solve the problem above effectively, which can not only accelerate the pace of educational information management for schools, but also can enhance the image of Rizhao mobile company.Based on the research in education, educational technology, communication science,humanism theory, customer relationship management, customer service quality theory, customer satisfaction theory, by thoughts of the MVC framework, Struts2, hibernate, SPRIN etc. technical framework, Java programming language, CSS, HTML, XML and web technology as well as MySQL database management system technology to design and develop the Mobile Education Advisory complaint platform, Rizhao mobile company is to change cumbersome process of the current complaints to speed up the processing efficiency. What is more, it also increases a channel for school customers to complain and consult, which ultimately achieve good communication and interaction between schools and the company as well as educational informatization.The design and implementation process of Rizhao Mobile Education Advisory complaints platform design and is based on in-depth research on Rizhao City Campus business and Rizhao mobile company’s requirements. It uses literature analysis method, questionnaire survey method,comparative study method, case analysis and other research methods, by machine and manual collection method to have data statistics of Rizhao Mobile Education Advisory complaints platform, to ensure Mobile Education Advisory complaints platform have abundantly function modules, which can meet the needs of campus customer groups and staff of the company. In accordance with the requirements, I carry out the proper layouts on the platform, which can present a more convenient operation interface to different groups of customers.The research lays foundation for Rizhao Mobile company solving complaints and consult of campus customer and achieving educational informatization in schools. Furthermore, it also leads a direction for campus educational informatization, as well as how to effectively cope with complaints for the company. In theory, it helps to build the theoretical system of Education Advisory complaints. In practice, it helps to realize educational informatization in campus and build the complaints and consult handling system for Rizhao Mobile company. In the end, it makes us realize the research purpose of this paper and the design and implantation of Rizhao mobile complaint consultation platform.
