Beijing and Chongqing, respectively, as China’s leading economic zone of Beijing, Tianjin and the Yangtze River economic development of the two provinces and the economic rise of the region plays a vital role. Through the establishment of a comprehensive evaluation of talent aggregation index system, using principal component analysis estimates from 2003--2012 Talent gathered in Beijing and Chongqing situation, that the growing concentration of talent in Beijing, Chongqing talent aggregation fluctuations but the overall show slow growth trend. Even if the size of the population of Chongqing is higher than Beijing, but Beijing, with its capital advantage, its labor force large scale, high levels of education and technological innovation has yielded fruitful results, etc., so that the degree of talent gathered far more than the Beijing Chongqing. Although the two regions talents sizable, but the distribution of personnel structure of the two cities are unreasonable, the proportion is far behind the proportion of science and technology talent talents of the US, Germany, Japan and other developed countries. On the relationship between talent aggregation and economic growth in the long run, there is a linear combination of talent accumulation and economic growth in the two cities between long-term stable equilibrium relationship, Beijing Talent gathered cointegration equation coefficients on economic growth to 1.0547 % cointegration equation coefficients Chongqing was 0.9566%, the two cities prove talent gathered both on regional economic growth has a positive role in promoting. Therefore, in order to give full play a positive role in promoting talent aggregation, prompting benign economic development of Beijing and Chongqing, we propose policy recommendations, and depending on the situation in Beijing and Chongqing and was specifically addressed.
