Teacher evaluation is a key link in the building and management of the team of teachers. Since the reform and opening-up, according to some regulations of our country concerned, many areas and schools have developed various activities of teacher evaluation using the theories and methods of education evaluation of other countries for reference. Although the teacher evaluation functions greatly in the building and management of the team of teachers, there are serious problems and disadvantages, and our academic circle's studies are quite weak. The academic circle at present has not studied the development course of the system of teacher evaluation in our country. The existing studies neglect that the system of teacher evaluation restricts the practical activities of teacher evaluation and lack survey on the problem of practical activities of teacher evaluation. So these results cannot solve the existing problems effectively. The dissertation, combining actual investigation, gives a general evaluation and analysis of development course of the system of Chinese teacher evaluation in a new period. And on this base, it puts the emphasis on illustrating main existing problems in Chinese teacher evaluation and putting forward a series of theoretic ideas and concrete countermeasures for solving these problems.The dissertation can be divided into four parts:In the first part, an introduction gives the reasons, contents, purposes, thoughts and methods of the study, and then a general research about teacher evaluation in our country is briefly commented. At last I definite two basic conceptions used in my article.In the second part, I dissertate the systematization course of teacher evaluation in our country. Taking the developing time of teacher evaluation as the clue, and doing the enactment of some important laws as the remark, the systematization course of teacherevaluation is divided into three periods: (1) Period of recovering and primarily developing the system of teacher evaluation(1978-1986); (2)Period of overall constructing and making the system of teacher evaluation legally systematized(1987-1995); (3)Period of further strengthening and perfecting the system of teacher evaluation(after 1996). Also in this part I concretely comment on the system of teacher evaluation in each periods, and analyze the rationality and disadvantages of current system of teacher evaluation in our country.The third part is one of the emphases in my article, which mainly studies the current problems in Chinese teacher evaluation. Taking the documentary research as well as the investigation, five main problems are found existing in the system of the teacher evaluation. The first is that the fulfill degree of teacher evaluation's anticipative purpose need increase. The second is that teacher's main position cannot be embodied in the evaluation. The third is that the agreement degree of the evaluation index's system is quite low. The fourth is that the tendency is clear which emphasizes the results and put no emphasis on the process. The last is that the consistency of evaluation criteria is not high among diversified evaluation subjects.The fourth part is the most important part in the dissertation that states some theoretic ideas and concrete countermeasures for solving those existing problems in the system of teacher evaluation. Taking the fourth generation of the educational evaluation theory as the base, and according to the existing problems in the teacher evaluation, I creatively put forward five pieces of advice. The first is that teacher evaluation should not only attach equal importance on the teaching process and teaching results, but also give attention to the correspondence of them. The second is that regards teacher's main position in the evaluation. The third is that the index system of teacher evaluation should be changed from giving to becoming, and shows collective will.
