Since 1980 s, the realization of teacher education specialization, integration has become the common pursuit of the world’s teacher education reform and development,and some developed countries take promoting teachers’ professional development as the core of teacher education reform.In recent years, in order to achieve the balanced development of basic education, county gradually constructs operation mechanism of teacher development school, to cultivate high-quality, professional teachers, to provide a strong guarantee for the development of basic education in county.This study takes X district and H county in Jiangsu province as a case of the teacher development school, on the basis of full investigation under takes a comprehensive diagnosis of the problem and puts forward the solutions to the existing problems.This study is devided into fives parts. The first part is the introduction, which includes the background, present situations and studying method of the issue. The second part analyses the internal factors like the background, lay a theoretical foundation for further study. The third part mainly analyzes the internal factors like the background, development, operation mode, operating guarantee of the school operation mechanism,and then elaborates the emergence and development of institutions.This fourth part based on the literature on the operational mechanism of the teacher professional development in the United States and in our country, which takes E school and Z school in Jiangsu province as a case of the teacher development school, make full use of ways like interview method, questionnaire survey and field investigation. In the fifth part, the article expresses proper solution to the existing problem,and suggests reconstructing and then elaborates the emergence and development of institutions, the operating mechanism establishment, operation conditions of the two schools, summarize the experience and the existing problems in the operation, and put forward the corresponding improvement strategy.
