Experiential learning has the characteristics of subjectivity, personal experienced, these exactly the characteristics of primary school moral and social studies requirements of teaching. Based on the existing research, instructed by the experience learning theory, This essay aimed at doing the research of primary school moral and social teaching design studies.The present situation of the reasons why primary school moral and social experience study have some problems:teachers neglect to arouse students’enthusiasm; students’lack of awareness on the effect of cooperative learning;teaching evaluation contents ratio is imbalanced;The effect of students’collective discussion is not obvious.According to the above problems,the author put forward the idea of primary school moral and social teaching design. Take theme one "mobile sketchpad" as an example, the paper state the implementation process and experience learning strategy:creating situations, sensory stimulation; personal experience, observation and realization; team cooperation, share experience; reflection by contrast, promotion by understanding. Teaching evaluation design includes: learning quality, learning attitude, learners’individual experience. Primary school moral and social experiences of learning evaluation method includes:the learners individual evaluation method and the classroom observation evaluation method.The implementation of primary school moral and experience learning and reflection. According to the personal character and social experience learning teaching design idea, take "Go to the playground" as an example, the essay explicit discuss the teaching case from four aspects:teaching preparation, teaching goal, teaching process and teaching evaluation.The effect of elementary school moral and social experiential learning, and take time for reflection. We found several problems in primary school moral and social experiential learning during teachers’ interview:too much students’passive experience are stressed; teachers ignored the knowledge, ability goal to some extent; teachers ignore students ability that they can summarize by themselves. Then some reflections are as follows:teschers experience learning should be based on education instead of charge; Teacher should focus on students’active experience; Teachers should be comprehensive focus on the emotion, attitude, values, knowledge and ability; Teachers should carry out diversified and personalized ways of experience learning; teachers should focus on students’ process of group discussion.
