With the rapid progress in information technology, communication between people has increasingly highlight its importance. Association and cooperation has become conspicuous among different fields all around the world. Nowadays, oral communication has become a fundamental ability for every social members and it’s also arouse common concerns in Chinese teaching area which especially pays attention to the early training of oral communication. Our country elementary education new curriculum reform since 2001, to cultivate the pupils oral communication ability as the main target of oral communication teaching become an important part of primary school Chinese teaching, oral communication teaching is the teacher according to the teaching plan and under the premise of learning situation analysis, on the basis of reasonable teaching objectives, selecting and processing oral communication teaching content, the fusion of a variety of oral communication teaching method, guide students to improve the level of listening, expression and communication, form the reasonable and civilized interpersonal communication habits good skills, mining wisdom of teaching practice in the process of social interaction. The acceleration of the elementary school lower grade oral communication teaching is to promote the ability of students’ oral language, oral expression and interaction between students and also play a part in the emotional exchange. however, according to the investigation and observation, the current situation of the elementary school lower grade oral communication teaching is not optimistic.This research adopts literature analysis, questionnaire (includes questionnaire and interview method) and observation research methods, such as the current primary school lower grade researches on the problems related to the teaching of oral communication, research mainly involves school oral communication teaching management and teaching and research in the lower grades, elementary school teachers about the importance of oral communication teaching, the design of the oral communication teaching target, content, selection and processing, the method choice and use condition, teaching evaluation, the development of the extracurricular activities of oral communication training. After many intensive survey found that at present the main problems of the elementary school lower grade oral communication teaching are:oral communication teaching status of the marginalized, ignoring the affective goals, teaching contents in the textbooks, teaching methods of interaction is not strong, lack of evaluation subject students and parents’ participation and so on, the principal causes of these problems have exam-oriented education and the influence of the traditional teaching methods, examination system and the lack of supervision mechanism, and teachers’ lack of initiative study motivation, etc. To solve these problems, combining with the characteristics of the elementary school lower grade students, can adopt the following strategy:schools in order to establish the independent status of elementary school lower grade oral communication teaching, strengthen the organization and management, at the same time pay attention to the school-based research to promote the art of oral communication teaching. Teachers in the specific oral communication teaching should attach great importance to the synthesis of affective goals and practical; Reference life-oriented teaching content; The teaching method should pay attention to interaction and experience; The main body of teaching evaluation, such as ways to diversify.
