As an important educational resource, teachers play an important role in the development of education. At present, the distribution of teacher resources between urban and rural areas is uneven, which has seriously affected the healthy development of basic education in our country. From the beginning of the last century, the state began to implement urban and rural teachers flow, trying to achieve the dynamic balance between urban and rural teachers’ resources through the flow of teachers, narrowing the gap between urban and rural schools, and ensure the healthy development of education. However, due to the implementation of teacher mobility policy in different parts of the city and rural teachers flow awareness is not clear, the lack of regulatory policy implementation, resulting in the overall effect of teachers to improve the flow.This study mainly focuses on teachers flowing between urban and rural as the main research object, through the collation of domestic and foreign relevant literature on the flow of urban and rural teachers in the county, to understand the current status of urban and rural teachers flow. At the same time, the research is based on the theory of resource allocation equilibrium, the theory of educational equity and the theory of hierarchy of needs. On the basis of the rational thinking of urban and rural teachers, it is helpful to explore the flow of urban and rural teachers. In this study, the main use of interviews, questionnaires and literature from the teacher education, professional title, income and other aspects of the overall situation of G county. Focuses on the four schools as the research object, from the flow of teacher policy formulation, education departments, schools and teachers third party for the flow of teachers attitude, teacher flow security measures, the flow of teachers of the reality of the plight of the and interest demands, flow of teacher assessment and management aspect to carry out research, it is found that the main problems existing in the county urban and rural teachers flow:no unified standard flow of teachers, teacher flow regulation is not in place, flow of teachers professional autonomy is less, the flow of teachers enthusiasm is low and so on. The reasons are:the implementation of the current policy is not strict the school "standard" thought hindered the flow of teachers, rural schools are difficult to meet the needs of teachers’ professional development and family problems such as obstacles to the flow of teachers. Therefore, in order to solve the problem of urban and rural teachers in the county, we must start from the education department, the school, the teacher three party. Departments of education need to improve the policy of teachers flow, strengthen the supervision of the implementation of the policy; school should change ideas, selecting qualified teachers to participate in the flow, at the same time in the management of teachers flow, giving the professional autonomy, in the management to give teachers more humane care; flow of teachers need to improve their learning ability and ability to adapt to, enhance self professional realm, into a very attitude of teacher flow. It is hoped that the current situation of urban and rural teachers flow can be more clearly based on the writing of this paper, thus providing a decision-making reference for the effective implementation of urban and rural teachers in China.
