As one of the most important sources of the development and utilization of mathematics curriculum, local resources play an essential role in the education of mathematics in primary schools, particularly in rural areas where there are limited educational resources. Teachers are in the heart of the development and utilization of local resources. The current study aims to obtain an insight into the teachers’ role in developing and utilizing local resources in primary schools in rural areas through an in-depth survey and interview. This study will answer the research questions—what are the issues faced by teachers in the process of developing and utilizing local resources in primary schools in rural areas, what are the causes leading to the issues, and how to resolve them.The findings of this study indicated:(1) teachers had substantial misunder standing regarding the development and utilization of local resource;(2) the in consistency existed in respect of the perspectives and practice of the development and utilization of local resource;(3) the environment is not supportive for the development and utilization of local resources. The reasons behind are unawareness of the significance of local recourses development and utilization; few related training opportunities; the impact of exam-oriented education; the impacts of teachers’ self-efficacy and schools’ attitudes towards the development and utilization of local recourses.The implications of this study are(1) teachers’ competency for developin g and utilizing the local resources should be improved theoretically and practic ally;(2) local education departments and schools should provide teachers with supportive environment, such as a rational management of teaching evaluation system, appropriate incentives and a standardized mechanism regarding the developing and utilizing local resource.
