With the rapid development of social economy, the demand for knowledge talents is becoming more and more urgent. With the increasing integration of Internet technology and education industry, the development scale of network education in China is also expanding. In 68 universities to develop network education, there are 8 normal universities, they set up primary education courses o build a good learning platform for primary school teachers to continue education. Some primary school teachers, according to the actual needs of the work, choose the network education to continue learning, in order to improve their professional ability and education level.Learning support service is an important quality guarantee for the teaching quality of network education, which affects the learning effect of network learners. Learning support services are divided into academic support services and Non-academic Support Services. The Non-academic Support Service is not directly related to the content of professional subjects, but it is closely related with students’ learning. Research on Non-academic Support Service is helpful to improve the overall level of learning support services, enhance the learning effect, and improve students’ satisfaction.According to the theory of the sustained attention and the theory of total quality management, using literature research method, questionnaire survey method and interview method, this paper researches the non-academic support services of learning center in-depth. The problem of Non-academic Support Service is analyzed, and the content of Non-academic Support Service of learning center is refined, and the management strategy of non- academic learning support service is proposed.According to the actual situation of Kunming radio and Television University’s Distance Learning Center, Questionnaire on the Non-academic Support Service in Network Education is complied, and the primary school teachers’ needs and opinions are collected. IBM SPSS Statistics 19.0 software is used to statistical results and analyzes the correlation data. In addition, the non-academic support service teachers in the learning center were interviewed to collect teacher’s opinions. On the basis of statistical data and teacher interviews, the problems of non-academic support services are analyzed. According to the sustained attention theory, total quality management theory and combined with the actual work, the paper refines the content of non-academic support service on learning center management, puts forward various services sectors of standardized operation and suggestions for non-academic support service for the existing problems, proposed management strategies. Through the study of the non academic learning support services, the paper aims to enhance the management of the service process, to solve the problem of support services, improve service levels, and to help primary school teachers learning more autonomously.
