It is well-known that the establishment of the modern and contemporary education derives from learning from the west, and the development history is a process of learning and use from the foreign countries. The system of science and technology is the key factor which restricts the quality of science and technology of universities and colleges. In order to create better circumstances for science and technology of universities and colleges and make them develop quickly. It is necessary to make a systematic and deeper study about the system of science and technology of universities and colleges in America, Japan and Germany, so that useful experience can be found and tentative ideas of reform can be put forward. Due to the previous consideration, this thesis compares the systems of science and technology of universities and colleges among China, America, Japan and Germany. The purpose of the theory study is to guide practice work.
