The scientific and technological work of universities and colleges plays an important role in the fulfillment of the strategy of echnology and education making the country prosperous? which shoulder the tasks of training talents for profession, and are also the major force of the development of science and technology. It is well-known that the establishment of the modern and contemporary education derives from learning from the west, and the development history is a process of learning and use from the foreign countries. The system of science and technology is the key factor which restricts the quality of science and technology of universities and colleges. In order to create better circumstances for science and technology of universities and colleges and make them develop quickly. It is necessary to make a systematic and deeper study about the system of science and technology of universities and colleges in America, Japan and Germany, so that useful experience can be found and tentative ideas of reform can be put forward. Due to the previous consideration, this thesis compares the systems of science and technology of universities and colleges among China, America, Japan and Germany. The purpose of the theory study is to guide practice work. The author is still green in the field of the management of science and technology of universities and colleges, although he has been practicing the management of higher education for 17 years.
