Research On The Optimization Of Science And Technology Management System Of TJ University

Every scientific researcher in the contemporary era takes the historical mission of “the powerful country in science and technology”.Research-oriented & high-level universities are the important carriers of national scientific and technological innovation.Scientific and technological management is the basis of scientific and technological innovation.A complete scientific and technological management system is the important condition for the steady development of scientific and technological management in colleges and universities.This thesis based on TJ university scientific management,by using literature research,questionnaire survey and expert consultation to investigate the construction of scientific research management system in colleges and universities,summarizes the problems in scientific research management in colleges and universities at the present stage,and preliminarily constructs a model of scientific research management system in colleges and universities by using TQM concept and PDCA cycle theory in quality management.The model of scientific research management system in this university includes the matrix organizational structure of scientific and technological management,the top-level design of scientific and technological management system,the Handbook of scientific and technological management,the documents of scientific and technological management procedures,and the archives management of scientific and technological management.At the same time,PDCA quality management cycle is used to ensure that the scientific and technological management system of colleges and universities is orderly to better self-improvement.Based on the analysis of the questionnaire results,this paper summarizes the current situation and problems of TJ University’s scientific and technological management,combining the theoretical model of scientific research management system to study the implementation countermeasures of scientific and technological management in colleges and universities in the future,and strives to provide new ideas for scientific and technological management in high-level “double-first-class” research universities,adhering the innovation guidance,and accelerating the achievement of major strategic goals of innovative country.
