Study On Science & Technology Innovation Capacity Of University And System In Fujian

With the rapid development in science & technology, regional competition is embodied in the competition of High-Tech and innovation. Every region is establishing and perfecting regional innovation system in order to improve competitive power of science & technology of region, and dominate in the competition in the future. University is the origin of science & technology innovation in regional innovation system, which is very important in science & technology. The main objective of this article is to study the activity of science & technology innovation of university in Fujian, and bring forward the countermeasures.This article firstly carried out the theoretical study of the system of science & technology of university, put forward that science & technology system of university consists of cultural innovation, knowledge innovation, educational innovation, technological innovation and institutional innovation. Based on the systematical study, this article analyses the characteristic of validity of system of science & technology of university, and analyses the relation between science & technology innovation capacity of university and competitive power of science & technology of region, and between science & technology innovation system of university and innovation system of region.Based on the theoretical study, the article brings forward that science & technology innovation capacity of university consists of innovation base capacity, innovation devotion capacity, innovation output capacity, production translation capacity and environmental supporting capacity, and establishes an index system, and has a multiple evaluation on science & technology innovation capacity of university in six provinces and a city of east of China by the statistic data of university from 1997 to 2001 by principal components. The article studies science & technology innovation capacity of university detailedly, and educes conclusions and apocalypses.The article points out that Fujian should establish science & technology innovation system of university, and analyses the objective and meaning of the system, and main body and function of the system, and constitution and characteristic of the system. In the meantime, the article analyses macroscopical and microsmic function mechanism of the system, and brings forward the stratagem and task of strengthening science & technology innovation capacity of university in Fujian, and analyses the stratagem and task of diverse style universities.Finally, based on the analyses upwards, the article combines the questionnaire and expert consultations to bring forward countermeasures of strengthening science & technology innovation capacity of university in Fujian.
