The development level of a country’s science and technology reflects its comprehensive national power, the scientific and technological papers which present scientific and technological results, has been standing for the scientific and technological advances and the scientists’academic ability. The quantity and quality of published scientific papers is a measure tool of the scientific research ability and academic levels of nations, regions, institutions and scientists. In the modern society, the scientific and technological research level of universities plays an important role in promoting the development of a nation’s science and technology, as well as its society’s development. Since our country uses SCI (Science Citation Index) to measure universities’ rankings according to its academic researchers in1987, SCI has attracted more and more attentions from scientific researchers and institutions. SCI evaluation system plays a guiding role on China’s scientific research of colleges and universities. Since SCI was introduced for over30years, the number of China’s SCI papers has increased from over3,400in1987to over146,000in2010. And the number of national journals on science and technology collected in it has also increased from5kinds to80kinds. The total amount of academic papers ranks from no ranking to the second in the world, following the United States. Recently this evaluation criterion has been widely applied. SCI has become one of the tools for evaluating papers, and it has just been the only tool in some areas. However, SCI’s evaluating function is exaggerated, so using SCI evaluation criteria is becoming the debating focus of researchers.In order to analyze the influences of the SCI evaluation of papers on our colleges’academic researches, this paper will take Shanxi Medical University as a case to find the problems of SCI as an evaluation on papers and to promote some advices on how to use SCI as an evaluation properly. This article aims at analyzing the utilization status of the SCI in our universities through collecting the using of SCI evaluation in Shanxi Medical University and promoting us to treat this tool properly. SCI papers themselves are not the goal for colleges and universities to pursue, but it is just an indicator for universities and colleges to evaluate their own levels of development during the process of continuously improving their scientific and technological strength. Thus, it will be helpful for Chinese Universities to standardize academic ethics of teachers and research workers, and eventually improve the quality of scientific papers, which provides a reference for the university’s scientific research, science and technology awards, and academic management. It also makes university teachers and research workers have a more objective understanding on their own academic level and impact, so as to provide the basis for the evaluation of universities’academic departments and to make technology policies, which can make sure that scientific researches develops and carry out more effectively and more actively, so as to eventually promote the development and progress of China’s science and technology in colleges and universities.
