In the trend of quality-oriented education, the complete educational reform of primary & secondary schools is necessary, urgent and inevitable. But for the time being, because of the limitations of level and theory, reforms are mainly restricted to the management system. It leads to the ignorance of overall importance of overall importance of the reform. Therefore, both the reform and the development of education in primary & secondary schools are to a large extent limited. As a matter of fact, teaching reform should be the focus in the course of the overall reform and the implementation of quality-oriented education in schools, 0niy when teaching is improved can the aims and goals of quality-oriented education be achieved. Teaching improving mainly refers to the reforms of teaching goals, content, methods and organizational forms. Only when the primal problems of teaching are solved can teaching go on smOothly. The educational reform should aim at these three aspects:1) establishing a new system of teaching goals which accords with the demands of quality education and concentrates on developing the student's quality;2)establishing a new system of curriculum and teaching materials;3)establishing a new system of teaching methodology and organizational forms of teaching. 2 Of course, all kinds of difficulties and problems will surely occur in the educational reform. In order to achieve the long-term goal of implementing quality-oriented education, we must resolve such key problems as conservative educational system, outmoded ideas of teaching and weak creative consciousness. Accordingly, the educational reform should be carried out step by step. Firstly, we should try to reform the educational systems of personnel, management and evaluation. Secondly, to form a qualified and specialized leading group; and finally, we should be prepared to make unremitting efforts and can't be anxious to achieve quick success in the course of educational reform.
