Since the establishment of the modern university system in Middle Ages of Europe, the university social functions have gradually been developed and extended. The modern colleges and universities have been developed into the social organizations with multi functions and the complicated objectives. The pluralization of the university functions has made the conflicts between the functions of teaching and the scientific research more and more prominent; and it has also influenced the realization of the university overall functions and objectives, so that the effective integration must be implemented.To begin with, this thesis traces back to and analyzes the evolution process of the university social functions as well as their economic, political and cultural backgrounds, and then carries out the analyses and the explanation for the university social functions time characters tics, the rise & the fall and the origin & essence of the contradictions between teaching and the scientific research. Finally, based on the studies of the university organization properties as well as the purpose and the basis of the integration, this paper explores the concrete approaches and measures to implement the integration of the university social functions respectively from two basic dimensions of the cultural integration and the systematic integration as well as three main levels of university, school and department and the teaching staff.
