Officials And The Public Duality Of The Social Organization Of Trade Associations Functions Play

As social organizations develop quickly in China, they become more and more important in social life. The most obvious specialty of Chinese social organizations is the deep involvement of government. Most scholars agree with that this specialty will bring negative effect to the long-term development of social organizations, and the way to solve this problem is setting association of social organizations. The League of Social Organizations in Shanghai is the first step of association. However, as organized by government, The League of Social Organization itself is affected by government deeply. This research analyses government involvement in The League of Social Organization through structure, employees, financing, and target. Then, this research analyses the affect of government involvement to the performance of The League of Social Organization through System Theory and Governance Theory, especially in advancing government support, organizing resource, and supervising social organizations. The result shows that government involvement is necessary for association, and if it can be well controlled, the performance of association can be improved. So the association of social organization can decrease government involvement in social organizations, but it has to keep the contact with government.
