Regions inhabited by Ethnic Groups in Chongqing Municipality include Qianjiang, Shi.zhu, Pengshui, Liuyang and Xiushan five counties (districts). They are a combination of ld, ethnic, border, mountains, poor and reservoir The deformed represents 5.5% of the total, higher than the state proportion 5%, and the ratio of deformed children for school is less than 2.50/0. Through years of ordinary education management, the author feels profoundly that the local government gives little consideration to special education during compulsory education (The following is called special education for short) when they are working out programs or regulations. Besides, no study on this issue is made in the field of education theories at home or abroad. For a long dine, undear status and backwardness state of special education have been the weakest link for Chongqing to carry out compulsory education law all-roundly to raise the qualification of the whole people and also affect enhancement of the whole educational level and progress of society. Accurate mastery of present status is the bases of research and policy making. The author went to these areas and made surveys through consulting materials, interviewing, holding discussions and having questionaires. On the bases of these surveys, by documents consulting, statistics, tabulation, courses investigation, comparison and analysis, the author has made dear the present status and suggested the counter measures. Preliminarily build the theoretical system, educational system and school-running mould of special education in nationality regions, which provide basis for educational policy making of the government. Compared with national standard and advanced countries in the world, the gap of the local special education is concentratedly reflected in the restriction of the development of special education by backwardness of educational concept and lack of fund, is protrudently displayed in the whole process of the education. Such as the schools fewer in number, smaller in scale, worse in condition; lower enrollment rate, bigger sex ration; educational aims, contents, training targets, management and evaluation and so on do not coincide with the requirements of social economic development. Thus, this paper puts forword two theories. First, based on human being, the deformed chilred rights of education must being paled special attention to. Second, the limited investment in education and its full use in district economy. And the paper also suggests the following tragedies. The first one is the local governments and the whole society must take the change of special education concept, fixing its position and fully practising socialist human rights as the premise, establish the thinking to use market to activate special education. Formulate the tenth-five-yeardeveloping program for special education. Handle livingly the three policy articles of ationality ducation and eformed Men The second one is to enlarge the investment, set up a stereo-fund source to improve the school-operation condition. The third one is to strengthen the management with law methods, guarantee the enrollment of deformed children to reach the national standard and the proportion made up by deformed girls.
